Yet More Anti-Science (S. Carolina)

It is worth noting that the state of South Carolina has the lowest graduation rate (53%) in the nation. (Source) Is this because the students are stupid or because the teachers (and legislators) are ignorant? I'd put my money on the latter, although that's a sure way to approach the former, which makes for an oh-so-convenient vicious cycle.
